Family Complains about Mental Health Treatment at Linn County Jail
CEDAR RAPIDS- A Cedar Rapids man facing kidnapping charges in the abduction of a convenience store clerk may be suffering his own mental problems while in jail. And one family member has made a federal case out of it by filing a civil rights complaint with the U.S. Attorneys Office.
